That may be why the Organizer stuck its nose in somewhere along the way. Before you go to the extent of trying to 'fix' the current monster I think I might first get rid of it altogether. It seems there are a couple of problems. First, under Tools > Outline Numbering, you have document outline level 3 connected to the paragraph style 'Default' ('Standard' in de_DE). Second, it seems there is also some direct formatting on the text paragraphs, setting the 'outline level' to 3. So, even if you change the outline level configuration, Writer still thinks the text paragraphs are part of the document outline. Unfortunately, it's quite tricky to remove that direct formatting.
